Members for what? You don't "need" a racing licence unless you want to race properly at BC events.
A registered team allows you to enter certain events (my local hill climb for example) which you couldn't otherwise. Inurance I'm guessing.
No need to contribute towards an official team licence if your not going to do anything with it.

Local races started again in 2009 by the old NEMBA organiser from BITD. Coincided with babies so never felt strong enough to go and race. Still don't but getting there slowly.

If its anything like Scottish Cycling, we'd need a club secretary that is also a member of the ruling body and a constitution with (I think) at least three executive posts of which one is secretary plus chairperson and treasurer.

There may also be petty local politics to deal with (up here there's a network of local cycling associations, your local permutation of which your club needs to join in order to be part of SC, but SC don;t mention this much.)

James and I might have experience of this sort of thing..... :-)
